Purpose & Impact:

The Family and Community Engagement Manager is responsible for all federal requirements in the area of Family, Parent and Community Engagement and the supervision of Family Partnership Agreements and Parent Involvement for families. Family and Community Partnerships focuses on parent involvement, including male involvement activities, family support services, case management, transition services and partnerships with community agencies. Leads outcomes and accountability, including supervision of Family Engagement staff, services, and programming. Provides oversight for enrollment, recruitment (ERSEA) activities. Participates in all Head Start/Early Head Start Quality Assurance efforts. Participates in the HS/EHS Quality Assurance efforts.

Essential Functions:

• Manages Parent Involvement activities including implementing a program for fathers and the assurance that parent center activities occur throughout the agency.
• Supervises Supervisors and leads Family and Community Engagement staff in developing partners with parents, engaging the community and ERSEA requirements. Prepares and presents performance appraisals and professional development plans in a timely manner. Takes corrective action as needed.
• Assists with the development of the School Readiness Plan with key partners in the Early Childhood and Quality Assurance teams..
• Serves on advisory boards including Health, Disabilities Family Services, and other community-related advisory boards to provide support for the Head Start Grantee.
• Supervises the delivery of the Family Development Credential and additional credentialing for Family Engagement staff.
• Manages all service area budgets and ensures the section completes timely reporting.
• Responsible for the delivery and management of all services and its contracts.
• Analyzes community assessment information and facilitates planning efforts to determine design options, recruitment efforts and enrollment guidelines for Head Start (HS), and Early Head Start (EHS)
• Provides input and solutions to develop and or revise ERSEA systems, policies and procedures. Oversees and facilitates ERSEA Committee.
• Evaluates, designs and monitors systems to process enrollment applications, including determination of eligibility and selection criteria. Confirms eligibility for new and participating families.
• Attends all workshops and meetings as deemed necessary by the Director of Comprehensive Services or the Head Start Director.
• Attends all required staff and parent meetings and activities.
• Maintains strict confidentiality with respect to HS/EHS children, families and staff in accordance with established policies and procedures.
• Performs other related duties as assigned.

Education:  

• Bachelor’s degree from an accredited college or university in Early Childhood Development, Social Work, Human Services, Public Administration or Public Health required. Master’s degree preferred. 

Experience:  

• Must be 21 years of age. Five years of relevant experience working with children and families required, including three years of staff supervisory experience. Previous Head Start experience preferred.
• Bilingual preferred: English/Spanish or English and other languages present in the local area.
• Also required: Successful completion of a Level II background screening, local criminal record check and drug screening prior to hiring.

Knowledge, Skills and Abilities:  

• Knowledge of HS/EHS performance standards.
• Math skills needed to calculate figures and amounts such as discounts, percentages and overtime.
• Computer skills to produce and interpret graphs, charts, spreadsheets and other mathematical reports.
• Ability to define problems, collect data, establish facts, and draw valid conclusions; make recommendations and develop implementation strategies.
• Ability to communicate effectively verbally and in writing.
• Ability to interpret agency, federal and state laws pertaining to the program.
• Ability to speak before groups of individuals and to lead employees and volunteers.
• Ability to plan and direct activities to write goals and objectives.
• Ability to direct the work of others.
• Exceptional organization skills and attention to detail are required and the candidate must be able to meet designated deadlines.
